The Ministry of Culture, Sports and Tourism emphasized that there is no legal problem with directly allocating next year’s sports budget to local sports associations through local governments.
This is a direct refutation of the claim that the government’s direct execution of the budget without going through the Korea Sports Council may violate the National Sports Promotion Act.
The Ministry of Culture, Sports and Tourism stated in a press release on the 29th, “The content of the National Sports Promotion Act does not mean that the state and local governments cannot perform affairs related to sports promotion, or that the Korea Sports Council must execute all sports budgets.”
He continued, “In addition to the approximately 420 billion won budget that the Ministry of Culture, Sports and Tourism provides to the Korea Sports Council, as of 2024, it is directly providing a budget of over 100 billion won to sports organizations such as soccer, baseball, volleyball, basketball, cycling, track and field, baduk, mountaineering, and wrestling.”
In addition, he added, “The partial reorganization of the budget for daily sports was decided upon after the Ministry of Culture, Sports and Tourism submitted a budget plan during the government budget preparation process and the Ministry of Strategy and Finance deliberated and finalized it,” and “The Korea Sports Council’s claim is that not only the Ministry of Culture, Sports and Tourism, but also the Ministry of Strategy and Finance are violating the law.”
Lastly, he explained, “The Ministry of Culture, Sports and Tourism, as the competent ministry for sports policy, has the authority to select subsidy providers in order to strengthen the efficiency of the policy,” and “The ‘Integrated Management Guidelines for National Subsidies’ according to the Act on the Management of Subsidies stipulates that the heads of central government agencies can select subsidy providers by considering the financial stability of the subsidy provider, its ability to pay for itself, its ability to continue as a going concern, its history of violating laws and regulations regarding business execution, its business capabilities, and the appropriateness of its business management system.”
The Ministry of Culture, Sports and Tourism stated that “the principles of the reform of the budget system for sports organizations are as follows: △Expanding practical support for athletes and coaches and enhancing public awareness; △Expanding the autonomy of sports organizations and supporting expansion of the base and enhancement of athletic performance from a mid- to long-term perspective; △Strengthening fairness, transparency, and accountability in subsidy management.”
He also said, “We will announce the plan to reform the budget system to support sports organizations as soon as it is finalized.”
