The Ministry of Culture, Sports and Tourism recommended that the Korea Sports Council improve the system related to reviewing the extension of executive terms. This is interpreted as a measure aimed at Lee Ki-heung, the president of the Korea Sports Council, who is likely to run for a third term early next year.

The Ministry of Culture, Sports and Tourism announced on the 11th that it had pointed out the unfairness in the composition and operation of the Korea Sports Council’s Sports Fair Committee and recommended corrective action. The term of office of the Korea Sports Council and its member organizations’ executives is extended upon deliberation by the Sports Fair Committee, but since the president of the Korea Sports Council has the authority to appoint the members of the Sports Fair Committee, corrective action is necessary.

An official from the Ministry of Culture, Sports and Tourism said, “If the chairman of the Korea Sports Association applies to the Sports Fair Trade Commission for deliberation to extend his term, ‘he will be entrusting the deliberation on whether to allow his own term of office to a member he appointed.’” The Ministry of Culture, Sports and Tourism points out that this is a structure that allows for so-called ‘self-reappointment.’

The current chairman of the Sports Fair Trade Commission served as Chairman Lee’s special advisor from January 2017 to January 2019, and has been working at the Sports Fair Trade Commission since May 2019, the Ministry of Culture, Sports and Tourism explained. A Ministry of Culture, Sports and Tourism official said, “Although the extension of the term is an exception and requires strict review, we have judged that the current status of the procedure violates the general legal principles of review, such as ‘rejection, avoidance, and evasion.’”

This chairman served as the chairman of the Korea Canoeing Federation (2004-2009) and the Korea Swimming Federation (2010-2016), and was elected as the chairman of the Korea Sports Council, which encompasses elite sports and recreational sports, in 2016.
