The Ministry of Economy and Industry publishes a draft to amend the CEO’s order for the distribution of quotas for the year 2024 for the import of materials that cause global warming – HFC type refrigerators.

On July 1, 2022, an amendment to the Hazardous Substances Regulations entered into force, which will implement the Kigali Amendment to the Montreal Protocol and will reduce the amount of HFCs type substances allowed for import into Israel. In accordance with the said amendment, starting from July 2022 until the end of 2024, the import of HFCs type substances into Israel per year will not exceed 5.884 million tons in GWP units per year.
The new directive of the CEO includes the distribution of an unused quota to consumers for manufacturing plants that use HFCs as part of the production process. The directive also includes a declaration annex regarding the use of an exemption for the Feedstock reason according to the attached wording.
