The Ministry of Internal Affairs has prepared and submitted for discussion a bill amending the rules for the entry and stay of foreigners in Russia, according to the ministry’s website. The department, in particular, proposes to abandon the use of temporary residence permits (RVP).

RVP gives a foreigner the right to legally live and work on the territory of Russia, before he receives a residence permit or citizenship.

In the bill, the Ministry of Internal Affairs proposes to establish three migration regimes for staying in Russia:

  • short-term stay mode (no more than 90 days in total during a calendar year)
  • long-term stay regime (more than 90 days in total during a calendar year without obtaining a permanent residence permit)
  • permanent residence (unlimited)

The department also considers it necessary to create a register of unscrupulous inviting persons – individuals and legal entities – who violate the rules for inviting and registering foreigners in Russia. It will include data on those who were prosecuted for organizing illegal migration, fictitious migration registration, forgery of documents for the entry of foreigners. In addition, the register will indicate those who were brought to administrative responsibility for failure to fulfill the obligations of the inviting party, or for providing incorrect information about the purpose of the stay of a foreigner.
