The Ministry of Natural Resources proposes to create a specialized Fund for Extended Producer Responsibility (EPR), which will accumulate the environmental fee, according to the amendments to the law “On Production and Consumption Wastes” developed by the Ministry. The project was published on the portal of legal information. The fund will be a money-box for producers and importers of goods to pay an environmental fee. The Ministry of Natural Resources proposes to appoint the Russian Environmental Operator PPK (REO) as the operator of the fund.
The Ministry of Natural Resources also proposes to increase the utilization standards. For packaging, recycling standards will be 100% already from 2022, and for goods, an annual increase in the recycling rate of at least 10% is envisaged, the document says. Now the standards for the disposal of packaging and goods are from 10 to 45%, follows from a government order. The maximum rates (45%) apply to products and packaging made of cardboard and paper, followed by rubber products and containers made of ferrous metals (30%). For most items (textiles, electronic, household appliances), the recycling rate is 10-15%.
