The government plans to support radio broadcasts to North Korea by private organizations as part of efforts to expand the “right to access information” so that North Korean residents can access the outside world through various channels and methods.
According to the explanatory material for the “August 15 Unification Doctrine” published by the Ministry of Unification on the 29th, the Ministry of Unification stated that in order to improve the delivery and effectiveness of information inflow activities to expand North Korean residents’ access to information, it will “support private activities such as production of radio broadcast content toward North Korea, on-site evaluation, and personnel training.”
Earlier, President Yoon Seok-yeol announced the ‘August 15 Doctrine’ containing three major unification visions, three major unification promotion strategies, and seven major unification promotion measures. One of the seven major promotion measures is to expand the ‘right of access to information’ for North Korean residents.
Currently, private organizations that broadcast shortwave radio to North Korea include Free North Korea Broadcasting, National Unification Broadcasting (integrated from Open North Korea Broadcasting and Free Joseon Broadcasting), and North Korea Reform Broadcasting, while medium-wave radio broadcasts to North Korea are conducted through Far East Broadcasting, etc. It is possible that government support for these organizations will be expanded.
The Ministry of Unification also plans to develop content tailored to the needs of North Korea’s future generations to ensure easy access to North Korean radio broadcasts and TV.
The Ministry of Unification stated, “We will ensure that North Korea’s future generations can experience diverse cultures in the international community and, furthermore, contribute to the formation of a new unified culture,” and “We will pursue ‘unification of the heart’ so that North Korean citizens can open their eyes to the value of freedom and yearn for the Republic of Korea.”
Meanwhile, in a Q&A about the “August 15 Doctrine” included in the data, the Ministry of Unification responded to the question, “Isn’t the ‘August 15 Doctrine,’ which prioritizes freedom and human rights, a denial of the North Korean authorities?” by stating, “It is the North Korean authorities who are actually pursuing unification by force while denying inter-Korean reconciliation and cooperation and past unification efforts.”
He added, “We do not seek to change the status quo through force or coercion, or in other words, ‘unification through absorption.’”
