Mishustin extended the simplified procedure for the import of electronics into Russia

The Russian government has extended until the end of 2023 a simplified procedure for the import of electronic devices and equipment into the country, a decree on this was signed by Prime Minister Mikhail Mishustin, the press service of the Cabinet reported.

The decision, as explained in the government, will prevent a shortage of electronics in the domestic market against the backdrop of external sanctions pressure.

The regulation concerns notification, a document required for all electronic devices that support cryptographic capabilities or encryption. Such devices include smartphones, tablets, laptops, computers, microcircuits, etc.

Previously, in order to receive a notification, a gadget manufacturer had to apply to the Center for Licensing, Certification and Protection of State Secrets of the FSB of Russia. The new document allows to issue notifications to industry associations, for example, the Association of Electronics Developers and Manufacturers and the Association of Computer and Information Technology Enterprises.

In addition, it is allowed not to provide customs authorities with notification data regarding equipment imported into the country if such devices are components for the industrial production of equipment in Russia.

“The main condition is that equipment manufacturers must be included in the list of backbone enterprises approved by the government commission to increase the sustainability of economic development,” the report says.

Mishustin first signed a decree that simplifies the import of electronic devices to Russia in May last year. Prior to this, the Ministry of Industry and Trade approved a list of goods for parallel imports – the importation of original goods into the country without the permission of the copyright holder. The list includes more than 50 categories, including cars and spare parts, pharmaceutical products, household appliances, smartphones and appliances, railway locomotives and rolling stock, trams, devices and equipment for railways, boats, living trees, seedlings and flowers, etc.

At the end of November 2022, the government also approved amendments to the law “On Communications”, which provide for simplified import of radio electronic equipment and high-frequency devices into the country.
