At the same time, the Russian Defense Ministry admitted that Kiev had been attacked. Russia says production buildings of the Artem Missile and Space Enterprise in Kiev have crashed their rockets.

Guterres and his team were shocked by the missile attack. A UN spokesman said everyone on the UN team was safe. Guterres arrived in Kiev after talks with Russian President Vladimir Putin in Moscow.
