Money and assets seized from drug traffickers will finance Petro’s anti-drug policy

From now on, the national government will allocate more than half of the resources confiscated from the mafia to finance its drug policy, after the National Narcotics Council modified the distribution of the budget derived from assets seized from drug trafficking.

Currently, the sum is managed by the Special Assets Society (SAE) and is more than $215,000 million that the State obtained in 2023 through the administration of assets that were taken from mafia structures, such as vehicles, real estate and money.

By 2024 there will be a new sector that did not receive money from the Fund: Agriculture. The ministry led by Jhenifer Mojica will receive more than $85,000 million of the $215,000 million allocated, becoming the portfolio with the largest budget allocation in Frisco, a position that was previously occupied by the Ministry of Defense.

In fact, the office led by Iván Velásquez will have a 32% decrease compared to what was assigned to it in 2023 to dedicate itself to the fight against drugs, as it went from a budget of $65,000 million provided by Frisco to just over $44,000 millions. The National Police and the Ministry of the Interior will also have less money.

On the contrary, the Ministry of Health will have $24,000 million for its work on anti-drug policy, which represents an increase of more than 21% in its allocation since Frisco, while the Ministry of Justice will go from having $25,000 million to $30,000 million, which means a variation of 12%.

The calculations of the entity, headed by Néstor Osuna, indicate that 69% of the $215,000 million will be allocated to the “Oxygen” component of the drug policy. That is the pillar that, according to what was socialized by Osuna and President Gustavo Petro, seeks to invest resources in the rural communities most affected by the armed conflict.

The idea of ​​the “Oxygen” point is that communities that in the past were dedicated to illicit crops – such as coca, poppy and marijuana – can transition to legality. The second component of the policy is that of “Asphyxia”, which seeks to attack the large drug trafficking structures with the work of the Public Force.

‘Asphyxia’ will receive 31% of the $215 billion. The reallocation of the money was even approved by the Attorney General’s Office, one of the members of the Narcotics Council, even though its boss, Francisco Barbosa, has shown himself to be a staunch opponent of the Petro government’s drug policy. Meanwhile, the Attorney General’s Office abstained from voting.
