More than 11 billion ariary of public funds misappropriated

The State General Inspectorate (IGE) discovered cases of embezzlement involving public funds with a total value exceeding 11.2 billion ariary during this year. They consist of using sums or goods belonging to the State or its affiliated entities for purposes other than the provision of public goods or services.

The violations noted by the authorities responsible for inspections are often the result of lack of cash, overbilling, and the provision of fictitious services and services, in particular through officials described as “ghosts”. Influence peddling was also mentioned, often manifesting itself in ways that are subtle and difficult to detect, but extremely damaging. At the origin of these embezzlements, problems such as the bad will of the agents, the incompetence and the ineffectiveness of the repression system have been raised.

In 2022, cases of embezzlement of public funds observed reached more than 76 billion ariary, or six times the amount this year. These figures include both those noted by the Independent Anti-Corruption Office (BIANCO) and the General State Inspectorate (IGE). The latter recorded embezzlement of public funds amounting to 15.3 billion ariary in 2021.

The perpetrators of acts of embezzlement must normally be dismissed from the public administration, however in reality dismissing a civil servant is much more complicated.

Attached to the Presidency, the IGE’s mission is to ensure the general good governance of the country, to fight against corruption and misappropriation of public funds, but the IGE only acts under orders from the Presidency but cannot an initiative referral.
