These are the main contents of the draft decree law being examined by the council of ministers. A text of 23 articles, which also includes article 15 with all the new provisions to strengthen the prevention, controls and sanctions against accidents at work.
More time for folders
The fiscal part provides, in article 1, for the reopening of the terms for taxpayers with ongoing easy installment plans for debts with the tax authorities. The payment of the installments that had to be paid in 2020 and on February 28, March 31, May 31 and July 31 2021 is considered valid if made in full by November 30, 2021. Those who decayed during the pandemic are also readmitted to installment: from 31 October 2021 will be able to resume payments in 18 installments instead of 10 (article 3). Article 2, on the other hand, establishes that the tax bills notified between 1 September 2021 and 31 December 2021 can be paid in 150 days instead of 60. The decree also provides for the simplification of the patent box discipline (facilitated taxation regime for income deriving from the use software protected by copyright and industrial patents) and the possibility, for those who have wrongly used the tax credit for investments in research and development, to pay it back without penalties and interest.
Car bonus
Another 300 million arrive to incentivize the purchase of ecological vehicles: 200 million, says article 8 of the draft, for contributions to buy, even in leasing, cars with emissions up to 60 grams of carbon dioxide (CO2) per kilometer; 60 million for the purchase (including leasing) of ecological commercial vehicles, of which 15 million reserved for exclusively electric vehicles; 30 million for contributions on cars with emissions between 61 and 135 grams of CO2; 10 million for low-emission used commercial vehicles.
More layoffs
To better manage the end of the redundancy block, which will extend to the tertiary sector and small businesses on 31 October, another 13 weeks of Covid layoffs are granted, or free for companies, which they can use to support until the end of the year. the income of suspended workers rather than dismissing. Funds for single child allowance
The draft also contains some articles that interest the family. There is, in article 10, the refinancing of parental leave at 50% for workers with children under 14 in quarantine or in Dad. That is, the leave introduced during the pandemic and maintained until last June 30 is extended. For those with children between the ages of 14 and 16, the leave is provided on an unpaid basis. With article 12, on the other hand, 200 million more are allocated for the Citizenship Income for 2021, while article 22 provides that the Fund for the universal allowance for children increased by 6 billion euros annually starting from 2022. Resources were already provided for by the 2021 Budget Law.
