Morena Senator Under Investigation for Alleged Social Program Looting
A Morena senator in Chihuahua, Juan Carlos Loera de la Rosa, has been elected by the cherry party in Chihuahua. He is under investigation by the Federal Attorney General’s Office (FGR) and the Specialized Prosecutor’s Office for Electoral Crimes (FISEL) for allegedly looting social programs.
The investigations began in 2020 when an investigation was opened against Juan Carlos, who previously served as the Superdelegate of Social Programs in Chihuahua, for alleged electoral crimes. The investigation accuses him of conditioning social support from programs such as “Sowing Life,” “Housing Loans,” and “Benito Juarez Scholarships” to coerce voters.
Juan Carlos Loera de la Rosa held the position of delegate from 2018 to 2020 and again from 2021 to 2023. In 2024, he attempted to be elected Mayor of Ciudad Juarez but was unsuccessful.
The research folder filed with the FGR accuses the senator of allegedly stealing scholarships from the “Wellbeing for the Elderly” program, which was intended for four thousand adults of the third age. While the senator denied any wrongdoing, the money was allegedly stolen.
In 2021, Juan Carlos also received a complaint for allegedly using social support money for his campaign for the governorship of Chihuahua.
