Speaking at a plenary session of the National Assembly of Senegal, Mr. Talbi El Alami recalled in his speech that the two countries have preserved their historical ties around a strong foundation, namely tolerant and moderate Islam as well as the Sunni Maliki rite.
Rachid Talbi El Alami, accompanied by Messrs. Ahmed Touizi, President of the Authenticity and Modernity Group, Abderrahim Chahid, President of the Socialist-Opposition Ittihadi Group, Chaoui Belassal, President of the Democratic and Social Constitutional Group, and Rachid Hamouni, President of the Progress and Socialism Group, is on a working visit following an invitation from his Senegalese counterpart.
In his speech, he also highlighted the common history of the two countries, “since the great builders of these two nations, Their Majesties the late King Mohammed V and the late King Hassan II, as well as the Presidents the late Léopold Sédar Senghor, Abdou Diouf and Abdoulaye Wade”.
Today, “we are building a serene future, the driving force of a peaceful, strong and autonomous Africa” with the foresight of His Majesty King Mohammed VI, may God assist Him, and His Excellency President Macky Sall, he added, noting that “the path traced by our builders was able to design a model of social stability, which engendered political stability, as well as a specific democracy, adapted to our contexts and our cultures.”
This political democracy is not just a simple exercise in renewing deliberative bodies, but it is above all the cement that allows us to unite and bring together all the components of our societies, with a view to moving forward together without anyone being excluded, stressed the President of the House of Representatives.
“It is with this national unity and political wisdom that we can face the many cross-border threats, such as separatism, terrorism, extremism, brain drain, human trafficking and trafficking of all kinds,” he continued, noting that these threats are compounded by “the challenges of economic and social development constrained by climatic imbalances as well as technological backwardness.”
Faced with these challenges, Morocco and Senegal have great opportunities and inestimable potential to achieve the desired progress, assured Mr. Talbi El Alami, noting that the two countries enjoy two strategic locations, open to the Atlantic Ocean, which connect with the main maritime trade routes.
In this regard, he recalled the words of HM the King in his speech on the occasion of the 48th anniversary of the Green March, when the Sovereign stressed: “Despite the quality of its human resources and the abundance of its natural resources, Atlantic Africa has a significant deficit in terms of infrastructure and investment. In order to remedy this state of affairs, we are working, together with our brothers in Africa and all of our partners, to develop practical and efficient responses, backed by international cooperation…”.
To this end, HM the King proposed the launch of an initiative on an international scale and to upgrade the infrastructure of the Sahel States and connect them to the transport and communication networks established in their regional environment, continued Mr. Talbi El Alami, noting that with this initiative, HM the King underlines once again the value of thoughtful African action, in order to carry out structuring projects that benefit everyone.
“Our people expect us to build stronger bridges than before and to accelerate our joint action,” he assured, noting that this is why “we are establishing an advanced fraternal partnership in which we will play the role of open doors for the rest of our brothers and sisters in the countries of the African Sahel.”
“These countries constitute our strategic depth because our progress and stability is dependent on their progress and stability,” he explained.
“It is undeniable that our two legislative institutions have important roles to play, through cooperation and communication, political dialogue and joint action in multilateral parliamentary forums, as well as the exchange of expertise and skills between the National Assembly of the Republic of Senegal and the House of Representatives of the Kingdom of Morocco,” said Mr. Talbi El Alami, explaining that such initiatives can only contribute to meeting the challenge of participation, strengthening institutions and rooting democratic practice.
This plenary session was held in the presence of the Senegalese Minister of Labor, Social Dialogue and Relations with Institutions, and the Ambassador of HM the King to Senegal, Hassan Naciri.
This working visit was crowned by the signing of a parliamentary cooperation protocol between the House of Representatives and the National Assembly of Senegal.
