“Morocco, which remains convinced of the importance of the ZODIAC initiative, notes with satisfaction that in November 2021, 147 Member States designated their ZODIAC National Coordinators, which signifies the global reach of the initiative,” said Mr. Farhane, who presented the Kingdom’s statement to the IAEA Board of Governors under Item 2 on “Technical Cooperation: Agency program proposed for 2022-2023.”
He also welcomed the fact that the ZODIAC initiative had initiated discussions with other international organisations and global initiatives to combat new and re-emerging zoonoses.
“Morocco, which has contributed financially to the implementation of the ZODIAC initiative, encourages the Agency to continue its efforts to strengthen the mobilization of additional resources and encourages all Member States able to contribute to further support this initiative,” argued the Moroccan diplomat.
On the other hand, Mr. Farhane noted that Morocco appreciates, at its fair value, the contribution to the work of the IAEA at the United Nations Conference on Climate Change (COP26) which took place in the United Kingdom, to promote the peaceful uses of energy and nuclear applications and techniques in the field of climate change.
In this regard, he maintained, Morocco, which hosted COP22 in Marrakech in 2016, participated at a high level in this Conference during which the Moroccan delegation presented the ambitious policies and strategies that the Kingdom has successfully undertaken, in order to consolidate the foundations of sustainable development, encourage the energy transition and support clean technologies, and this, within the framework of strengthening Morocco’s effective contribution to international efforts in the field of climate change.
The Kingdom also participated in the Summit of African leaders which met on November 3 on the sidelines of COP26, on the Acceleration of climate adaptation in Africa, he recalled, noting that the Summit urged the world to strengthen its support for the African continent, which must adapt to the harmful effects of climate change, particularly its devastating human consequences.
He further indicated that the Moroccan delegation takes note of the documents which present the Technical Cooperation Programme (TCP) of the Agency for the 2022-2023 biennial cycle and detail both the financial resources necessary to achieve the objectives of this programme, as well as the ongoing projects approved in previous Technical Cooperation programmes, requiring additional financial resources.
Morocco welcomes, he continued, the efforts made by the Secretariat to adapt to the challenges arising from the spread of the Covid-19 pandemic, during the implementation of the 2020-2021 PCT cycle, and during the preparation of the 2022-2023 program and budget, by continuing to collaborate closely with Member States for the design of the new Technical Cooperation program 2022-2023.
And to emphasize that Morocco, which contributes regularly to the Technical Cooperation Fund and honors its commitments, remains convinced that Technical Cooperation should benefit from secure, predictable and sustainable financing for a better realization of technical cooperation projects.
Mr. Farhane also noted that Morocco also subscribes to the principle that the PCT must align with the national priorities of each Member State, particularly developing countries.
