The re-election of Morocco, in the person of Professor Jallal Toufiq, constitutes, once again, recognition of Morocco’s substantial contribution to the international debate on the implementation of international conventions relating to drug control.
It is also a recognition of the Kingdom’s constant advocacy for the imperative of strengthening subregional, regional and international cooperation, as well as its recognized actions and sustained efforts within the framework of international efforts in matters of fight against the global drug problem.
Ten of the members are elected from a list of people designated by governments. The other three members are elected from a list of people nominated by the World Health Organization (WHO) for their experience in medicine, pharmacology or pharmacy.
The INCB annually publishes a report which provides a comprehensive study of the drug control situation in the world, in which it analyzes information provided by governments, United Nations agencies, specialized agencies or other organizations competent international bodies, with a view to ensuring that the provisions of international drug control treaties are correctly implemented by governments, and recommends corrective measures.
The INCB is an independent, quasi-judicial expert body, created by the Single Convention on Narcotic Drugs of 1961 by merging two bodies: The Permanent Central Committee on Narcotic Drugs, established by the International Opium Convention of 1925, and the Narcotics Monitoring Body, established by the 1931 Convention to limit the manufacture and regulate the distribution of narcotics.
