Moscow authorities plan to rent road cameras for 3.27 billion rubles

The Center for Traffic Management (TSODD) of Moscow has announced a tender for the lease of “equipment for fixing traffic violations” for 3.27 billion rubles, Kommersant reported with reference to the state procurement website. The contractor will have to install 500 cameras and maintain them for five years.

According to the newspaper, 3,500 cameras are currently installed in Moscow. In 2016, the authorities signed a contract with Alager to rent 500 cameras, which expires this year. The cameras will become the property of the city. The data center explained that in 2022 these cameras will be replaced with new ones under the contract in question.

New cameras will be installed on emergency road sections and on dedicated lanes. According to the terms of reference, cameras will have to record new violations: the movement of motorcyclists between lanes, violation of the rules for the use of motorcycle helmets, parking rules, turning and turning not from the extreme lane, rules for transporting goods and towing. The data center explained that these functions are by default in modern cameras. If the traffic police decides to control one of these offenses, there will be a technical possibility for this.

Also, the cameras will detect cars without technical inspection and MTPL. From March 1, 2022, an amendment to the Administrative Code comes into force, which introduces a fine of 2,000 rubles. for driving without a diagnostic card. The possibility of remote verification of OSAGO has been discussed since 2015, in 2019 the system was tested, but it did not reach real fines. Sources of the publication explained that the inspection of vehicle inspection and MTPL will create a large stream of requests to information systems.

Every day in Moscow, the passage of about 3.5 million cars is recorded. According to sources, the capacity of the Unified Automated Information System for Technical Inspection (EAISTO) can be increased with an increase in the number of requests, and the AIS OSAGO information system will not be able to process more than 58,000-60,000 requests per day.
