Dmitry Levitsky, co-founder of the restaurant holding Hurma Management Group, said that restrictions on work from 23:00 to 6:00 will be lifted for all establishments that accept QR codes. This information was confirmed by the public ombudsman in the field of small and medium-sized businesses, the founder of the Anderson family cafes and confectionery chain Anastasia Tatulova, who also attended the industry meeting with Nemeryuk on 25 June.

Organizations must also ensure that at least 60% of employees are vaccinated, she said. Employees of such establishments will be able to work without masks and gloves, she added, adding that 60% are calculated based on the total number of employees in the network, and not separately by branches, regardless of location. According to Tatulova, guests without a QR code will be able to visit only summer verandas without the right to go inside the establishment, with the exception of toilets. At the same time, according to her, representatives of the industry asked Nemeryuk to allow serving visitors without a code on the verandas until the end of autumn, but a decision on this issue has not yet been made.

President of the Union of Shopping Centers of Russia, Belarus and Kazakhstan Bulat Shakirov told Vedomosti that the food court operating hours will be adjusted, establishments will have to choose one of three operating modes: either take-out and delivery with a COVID-free landing zone with access by QR code , either the food court works exclusively for landing with the COVID-free zone, but then take-out orders will be prohibited, or the food court closes the landing zone and works exclusively for delivery and take-away. At the same time, before the opening of the food court, its operator or shopping center (depending on the location of the food court) must send an application to i.moscow indicating the selected operating mode. After that, representatives of the prefecture and Rospotrebnadzor must come with an inspection within five days and either decide to open it or reject it, Shakirov explained.

Earlier, Moscow Mayor Sergei Sobyanin signed a decree stating that summer verandas in Moscow can be visited without a QR code on vaccination or postponed coronavirus until July 12. Children and adolescents accompanied by adults will not need it when visiting a cafe, the decree specified. On June 22, Sobyanin announced new restrictions due to the coronavirus for restaurants and cafes. From June 28, catering establishments will be able to visit people who have been vaccinated, or who have been ill within six months, or with a negative PCR test valid for three days. The presence of “protection against coronavirus” will be confirmed by a special QR code, which can be obtained using an electronic medical card, the mos.ru portal, the EMIAS.INFO resource, the portal of state services, as well as at the registration office of the city polyclinic. “No paper references or certificates will be accepted,” emphasized Sobyanin. Cafes and restaurants are required to establish a system for checking the presence of QR codes. Catering enterprises that do not comply with these requirements will only be able to work with takeaway and delivery, he noted. The restaurateurs on June 23 asked to postpone the introduction of the QR-codes system for the passage to restaurants and cafes from June 28 to August 1 of this year.
