In response to a central question during the oral question session in the House of Representatives on the subject of “the training of students in medicine, dentistry and pharmacy in light of current developments”, Mr. Miraoui stressed that the Ministries of Higher Education, Scientific Research and Innovation, and Health and Social Protection “have given a favorable response to 45 of the 50 demands made by the coordination of students of medical faculties, while dialogue is still ongoing on the remaining five points”.

He added that at the invitation of the Ministry of Higher Education, Scientific Research and Innovation, several meetings were held with representatives of students, teacher-researchers, deans and presidents of universities, he said, noting that they were crowned by the satisfaction of most of the demands, some of which date back to 2019.

These meetings are part of the consolidation of communication on the situation of the faculties of medicine, pharmacy and dentistry, he noted, specifying that the question of the third cycle is among the points which are still under discussion with a view to reaching common ground with all stakeholders.

Mr. Miraoui affirmed that his department has worked, alongside the relevant ministerial departments, in particular, the Ministry of Health and Social Protection and the Presidency of the Government, to improve training in these areas, through the revision of the national educational standards notebooks, specific to these training courses, including the reduction of the number of years of training from seven to six years, for the training of doctors of medicine.

This reform, he continued, comes in the wake of the operationalization of the Royal Project on the generalization of social protection, in order to strengthen national medical resources and skills, noting that several countries limit the number of years of training to six years, including Germany, Italy, Spain and Ireland, while the United States sets the years of training at four, plus four more years for specialization. The seven years of training are, according to the minister, adopted by France and some French-speaking countries.

Among the reform measures taken, the minister highlighted the broadening of the scope of training to include regional and provincial hospitals, the opening up to health establishments in the private sector, in addition to university hospitals, as well as the increase in the rate of educational and administrative supervision, by allocating 536 budgetary positions for this year.

Regarding the rate of teaching supervision, the minister noted that the situation today has gone from 16 to 13 students per professor for the faculties of medicine and dentistry, adding that the universities have benefited from a budget for the establishment of simulation and “Telemedicine” centers, in order to allow students to access new digital training.

Furthermore, the minister indicated that three draft decrees were developed in coordination with the relevant government sectors, thanks to the participation of deans and representatives of teacher-researchers in medicine and pharmacy, regarding the status of officials responsible for supervising the training of institutions affiliated to territorial health groups, and the regional joint committees to coordinate training in health professions, as well as the status of external, internal and resident students in hospitals.
