MPF and Anac recommend disclosure of security measures for the practice of hang gliding

The Federal Public Prosecutor’s Office (MPF), together with the National Civil Aviation Agency (Anac), issued, last Thursday (22), a recommendation aimed at promoting safety measures for the practice of free flight in Brazil – ultralight , manned balloons, gliders, paragliders and similar. The document was sent to the president of the Brazilian Confederation of Free Flight (CBVL) and to the directors of federations, associations and other entities dedicated to the practice and instruction of this type of air sports throughout the national territory. The objective is that the set of good practices, norms and regulations applicable to this activity be widely disseminated to Brazilian citizens.

Through the recommendation, the MPF and Anac want those responsible for all free flight entities to promote the dissemination of Anac’s circular letter with the set of good practices contained in the Brazilian Civil Aviation Regulation No. 103 (RBAC). It defines the basic operational rules capable of protecting third parties not involved in the activity and the civil aviation system. Guidance and awareness actions should also be promoted to reduce the risk of accidents.

It was also recommended that the Sports Association’s practical guide, rules and regulations applicable to aerosports and the guide for aerosportsmen, aerosports associations and public safety bodies be disseminated. In addition, the MPF and Anac request that guidelines related to Conditioned Air Space (EAC) for air sports flights be passed on to society and that Anac’s digital channel – Talk to Anac – be informed to receive reports of irregularities.

The attorney general Guilherme Rocha Göpfert and the superintendent of Operational Standards of Anac, Bruno Diniz Del Bel, who signed the recommendation, emphasize that the work of raising awareness among Brazilian citizens must have the support of all entities related to the practice of hang gliding , given the public utility character of the entities, once authorized to operate.

“Safety in the practice of hang gliding is fundamental, including for the dissemination and development of the sport itself. This joint action — MPF and Anac — aims precisely at this: to promote the wide dissemination of safety standards, as well as a channel for denouncing possible irregularities. A safe environment will certainly boost the practice of the sport”, says the attorney.

Standards – Among the established rules are that the practice of aerial sports will be carried out in areas delimited by the aeronautical authority and that the operator of an ultralight vehicle must have a registration certificate as an aerosportsman in the form established by Anac. Paid free flight instruction is legal as long as it is promoted within the practicing community.

The recommendation is the result of a civil inquiry initiated by the MPF in Guarulhos/Mogi das Cruzes to investigate alleged free flight commercial practices at Pico do Urubu, in the municipality of Mogi das Cruzes, without authorization from Anac, and therefore in disagreement with legal requirements. .
