MPF investigates possible negligence in floods

O Federal Public Ministry (MPF) opened an investigation to investigate possible negligence on the part of authorities in relation to the extratropical cyclone that hit the mountainous region and Vale do Taquari, in Rio Grande do Sul, at the beginning of September. Due to the passage of the extratropical cyclone, floods inundated almost a hundred municipalities in Rio Grande do Sul. The MPF intends to identify possible irregularities and those responsible, as well as verify possible preventive actions that could be adopted to combat extreme weather situations.

In total, 41 died and 46 are still missing, according to the latest report released this Saturday, 9. Thousands of people had to leave their homes, after their properties were destroyed by the floods. More than 80 municipalities in Rio Grande do Sul were affected.

Details of the MPF inquiry, which aims to determine the responsibility of politicians for the damage caused by the cyclone

“The objective is to investigate possible responsibilities regarding measures that could have been adopted to mitigate and prevent the adverse effects of the floods, as well as to provide communication and response actions to help the affected population”, informed the MPF. “And, if applicable, enable the filing of legal measures and the adoption of appropriate extrajudicial measures.”

The MPF also considers that the floods caused damage to the lives and property of a significant number of residents of mountain cities and valleys, which involve around 30 municipalities in the micro-regions of Bento Gonçalves, Caxias do Sul and Lajeado.

The ordinance establishing the investigation mentions municipalities such as Nova Bassano, São Jorge, Cruzeiro do Sul, Santa Tereza, Nova Roma do Sul, Farroupilha, Lajeado, Estrela, Muçum, Roca Sales, Encantado, among others, which were notably affected.

In the document, it is considered that extreme weather events have been frequent in the State of Rio Grande do Sul, “with high rainfall predicted as a result of the intensification of the phenomenon The boywhich makes it urgent to adopt climate monitoring actions, issue warning systems and evacuate risk areas, as well as organize an effective crisis management system.”

The MPF asked the Civil defense copies of the messages received by Companhia Energética Rio das Antas (Ceran) about monitoring the increase in the river’s water level, in the period between August 31 and September 6, 2023.

State of public calamity

The governor of Rio Grande do Sul, Eduardo Leite (PSDB), signed a decree declaring a state of public calamity in municipalities affected by the passage of an extratropical cyclone.

The situation allows for emergency purchases and public works, in addition to guaranteeing formalities for receiving federal resources.

The governor also defended the early weather warning service for the regions. “I am sure that every possible effort has been made,” he said.
