A congressional aide said the long-awaited announcement reached lawmakers on Monday and they have not yet had a chance to review it. Two other sources, who requested anonymity, confirmed that the message had been received.

In the two and a half years since Russia’s full-scale invasion began, Congress has approved nearly $175 billion. dollars in aid and military support to Ukraine and its allies.

After months of delay, the Republican-led House of Representatives passed a $95 billion spending bill in April. additional costs of USD 61 billion. dollars to fund Ukraine, billions to Israel, civilians in conflict zones around the world, and to “counter Communist China” in the Indo-Pacific region.

In passing this law, Congress asked Mr. Biden’s administration to present a detailed strategy for Ukraine by early June.

Weeks after the deadline and without word, some members of Congress said they were frustrated and would consider blocking further funding.

Sen. Jim Risch, the top Republican on the Senate Foreign Relations Committee, said he favors aid to Ukraine, but it must not be done “blindly.”

“Since the first days of (Russian President Vladimir) Putin’s war in Ukraine, we have asked the administrations of Mr. Biden and Kamala Harris to come up with a strategy for how the United States and our allies could help Ukraine win the war.”

When they did not respond to our requests, we were required by law to send the strategy to Congress, but we did not receive a response by the deadline.

President Biden and Vice President Harris need to come up with a strategy not just for us, but for the American people. They don’t do it and it shows that they don’t have it or are afraid to share it,” he said.
