Addressing the conflict in the Middle East, Mr. El Alami stressed that the cause of the Palestinian people remains at the heart of the instability in the Middle East. “In this conflict, we must address the crux of the problem, namely ending the occupation of the Palestinian territories and allowing the Palestinian people to exercise their right to independence and the establishment of their independent state on its national territory: a sovereign and viable State, living in peace and coexistence with the rest of the States in the region,” he said.
In this context, he called for keeping in mind that as long as the Middle East issues are not resolved on the basis of justice and international law, “our Euro-Mediterranean region will remain hostage to instability, conflict and chaos.
The region, he added, faces extremism and terrorism which find their fertile ground in chaos, poverty and the absence of institutions. “While it is necessary to continue to adopt the security response towards the organizers, financiers and perpetrators of terrorist projects, it is nevertheless essential to dry up the sources of terrorism and eliminate the environment that favors it, while by continuing to consolidate freedoms, democracy and human rights, and to spread a culture of coexistence,” he observed.
These and other challenges and factors that lie outside and beyond the Euro-Mediterranean area contribute to a striking increase in irregular migration, asylum and displacement, with all the human tragedies that arise from this, underlined Mr. El Alami.
In this regard, he noted that “if migrations in our Mediterranean basin have constituted a phenomenon of intense, rich and unique cultural enrichment, mixing and convergence, they have today, unfortunately, become a source of conflicts, of racism, discrimination, and stigmatization of others, fueled by disinformation media.”
From this angle, he called for not losing sight of the successful models of integration and common management of the phenomenon of irregular migration between the North and the South, as embodied in the model of multifaceted cooperation between Kingdoms of Morocco and Spain to deal with this phenomenon.
Regarding climate change, Mr. El Alami noted that the Mediterranean Basin suffers more than other parts of the world from the effects of climatic imbalances and stress exerted on the soil, the destruction of forests, the overexploitation of marine resources and Drought.
“In addition to the migrations and impoverishment caused by these factors, humanity risks losing, due to excessive pollution of the Mediterranean basin, one of the richest, most diversified and most useful sources of nutrition in the world, as well as an important component of the natural heritage of humanity which served as the basis for the most ancient civilizations”, he warned.
Mr. Talbi El Alami cited among the most symbolic models of success in terms of partnership, cooperation and creativity, the fact that Morocco, Spain and Portugal won the honor of organizing the World Cup. 2030.
