According to the proposal presented by Gornitzka in a debate article published in Dagens Nyheter, the first level of civil defense measures would require an annual investment of SEK 10 billion. This includes measures such as maintaining functioning electronic communications, preventing the collapse of the national electricity grid, and ensuring the smooth operation of healthcare, rescue services, and the police.
Gornitzka highlights that even at level one, significant deficiencies still exist regarding meeting all the objectives of civil defense. This underscores the urgency and importance of investing in these measures to ensure national security and resilience.
Moving on to the second level, Gornitzka proposes an annual investment of SEK 15 billion. At this stage, the aim is to enhance the previous measures while also focusing on building an increased ability to cope with essential social functions for an extended period of time.
Finally, the third level of civil defense measures, which would require an annual investment of SEK 20 billion, emphasizes the need to strengthen endurance over time. In addition to the previous measures, this level aims to implement strategies that can provide long-term resilience in the face of various threats.
Gornitzka underscores the significance of these investments, stating, “MSB’s documentation shows that around SEK 20 billion per year is required for us to take real steps towards the goal of civil defense.”
