Finally, the third level of civil defense measures, which would require an annual investment of SEK 20 billion, emphasizes the need to strengthen endurance over time. Gornitzka underscores the significance of these investments, stating, “MSB’s documentation shows that around SEK 20 billion per year is required for us to take real steps towards the goal of civil defense.”
