The Ministry of Public Health, since December 14, 2022, implemented the strategy called Código Plata, which is a joint effort between the ministries of the Interior, Health, the Integrated Security Service ECU 911 and 40 specialists from 15 institutions. The Silver Code covers all public and private health institutions, constituting the most important effort to protect and ensure health operations.
From December 2022 to May 2023, 379 Código Plata alerts have been registered nationwide; which has contributed significantly to the reduction of threats to health facilities. Among them, activations by patients arriving at hospitals considered as threat alerts for health establishments; protections for ambulances that respond to emergency calls in situations of violence, among others. While the Metropolitan District of Quito, from December 2022 to May 2023, 67 Silver Codes have been reported, including reception of patients from other provinces.
For this State Portfolio, the priority is the safety of the personnel of all health establishments. In the course of 2023, seven changes of rural health professionals have been approved, carried out by the National Rural Committee, who were in areas at risk to their safety or due to threats; as well as 132 rotating medical and nursing interns were temporarily relocated, while security conditions are ensured in Esmeraldas. In addition, security mechanisms have been reinforced within health establishments in the provinces of Guayas, Esmeraldas and Santo Domingo.
