Municipal elections 2026: why voting method reform is almost impossible to apply in Paris

This is a reform that the right, now close to the Macronist camp, was particularly waiting for. Ultimately we will have to wait. Last January Emmanuel Macron created an earthquake in Parisian political life. “The only thing I want for Paris is that a voter can have the same rights and count as in Amiens, Besançon or elsewhere”, explained the head of state, implying that electoral rules are regulated in the cities of Paris, Lyon (Rhone) and Marseille (Bouches-du-Rhone) will change at the next municipal elections.

But the development of the law and the ongoing political upheavals have seriously compromised this reform called the “Paris-Lyon-Marseille law” (PLM). “With the dissolution and new composition of the Assembly, I don’t see how it can be written, discussed and established for 2026. There will be no reform of the voting method,” also recognizes a member of the presidential camp.

“In any case, it would benefit the left, given the results of the last elections,” even smiles a leader of the Parisian Socialist Party (PS). On the right, a local baron says nothing else: “Almost a year before the elections, they will not pass, we will have to vote with the old system which favors the left…”

However, the head of Renaissance in Paris, MP Sylvain Maillard, continues to believe in it and does everything to ensure that this reform is voted on quickly. “A text will be presented in the next few days,” he announced to Le Parisien. But, with the new political situation, the adoption of this text in view of 2026 is more uncertain. »

“A ballot paper with two ballot boxes”

What does the Parisian MP recommend? “The current elections divide the city,” he believes. We need a two-ballot vote, with a single constituency. A Parisian even a voice. This would motivate everyone and therefore the mayor should pay attention to everyone and not just some fractions. Unfortunately, there are many ulterior motives, many political calculations. »

This desire for reform, however, is welcomed by the local MoDem. «We welcome initiatives aimed at amending the PLM law», we confide internally. It is not acceptable that Parisians cannot directly elect their mayor. In the capital as in all French municipalities, every vote must count. »
