The United Nations Support Mission in Libya published the text of the agreement of representatives of the House of Representatives and the Supreme Council of State regarding the appointment of the new administration of the Central Bank of Libya, which includes 7 items regarding the procedures for appointing the governor, his deputy, and the bank’s board of directors.

The representative of the House of Representatives, Abdul Hadi Al-Saghir, and the representative of the Supreme Council of State, Abdul Jalil Al-Shawish, signed the agreement today, Thursday, during a ceremony organized at the headquarters of the United Nations Support Mission in Libya in Janzour, west of Tripoli, in the presence of representatives of diplomatic missions accredited to Libya.

The agreement stipulates the nomination of “Naji Muhammad Issa Belkacem” to assume the position of Governor of the Central Bank of Libya, and “Marai Muftah Raheel Al-Barassi” to assume the position of Deputy Governor, provided that their appointment is carried out as stipulated in Article (15) of the Libyan Political Agreement within one week. From the date of signing the agreement, a decision will be issued by the House of Representatives.

The agreement assigns the new governor the task of nominating members of the Board of Directors, in consultation with the legislative authority, within a maximum period of two weeks from the date of assuming his duties, provided that their appointment is carried out in accordance with the applicable Libyan legislation and the criteria detailed in Appendix No. (1) to this agreement, and the membership of the Undersecretary of the Ministry of Finance on the Bank’s Board of Directors remains suspended.

The agreement prohibits the Governor of the Central Bank of Libya and his deputy from exercising any of the powers granted to the Board of Directors in accordance with Article 16 of Law No. 1 of 2005 regarding banks and its amendments in the absence of the Board of Directors, and cancels every decision issued regarding the management of the Central Bank of Libya that conflicts with the Libyan Political Agreement and what is included in this agreement. .

Under this agreement, the United Nations Support Mission in Libya works with all concerned parties to cancel all decisions and procedures that conflict with the implementation of this agreement, which is considered effective after it is signed by representatives of the House of Representatives and the Supreme Council of State.

Stephanie Khoury, Acting Head of the United Nations Mission in Libya, expressed her “thanks to the Libyan parties that contributed to the success of the agreement,” noting that “the consensus focuses on ensuring good governance and the independence of the Central Bank.”

Khoury added, in her speech during the signing ceremony of the agreement: “Over the past five weeks, we have followed the deep concerns and how the conflict over the Central Bank of Libya has affected the economic situation, the fragile security situation in Libya, and the living situation of all Libyans.”

She added, “Despite the long time these consultations took, today’s outcomes were positive and promising and highlight the ability of the Libyan parties to overcome challenges when the national spirit prevails.”

She pointed out that “this agreement will lead to consultations between the House of Representatives and the state to appoint the governor of the bank and his deputy within a week of signing this agreement, as well as appointing a board of directors within two weeks of appointing the governor.”

Khoury said, “The mission did not recommend or oppose any of the names nominated for the position, considering that the results of the consultations on the Central Bank were widely accepted,” adding, “Throughout the discussions, the mission stressed the necessity of reaching a renewed agreement in accordance with the political agreement signed in 2015.” .

Khoury called, “for the need to end the closure of oil fields and the disruption of production and export, confirming that she had received promises from the official authorities in the eastern region to open the fields as soon as possible, and by the way, she called on all parties to protect the resources and keep them away from political conflicts.”

Yesterday, Wednesday, the UN mission announced that representatives of the two councils had reached an agreement on appointing a new leadership for the Central Bank, after a new round of consultations hosted by the mission to resolve the crisis.
