The ‘Special Measures Act for Overcoming the People’s Livelihood Crisis (People’s Livelihood Recovery Support Fund Act)’, which provides 250,000 to 350,000 won in livelihood recovery support funds to all citizens, passed the National Assembly’s Public Administration and Security Committee on the 18th. The Democratic Party of Korea plans to hold a plenary session on the 25th to process the bill. The People’s Power Party walked out of the meeting during the session, saying the Democratic Party was pushing ahead with the bill.
The National Assembly’s Public Administration and Security Committee passed the People’s Livelihood Recovery Support Act alone, with the People’s Power Party’s Public Administration and Security Committee members leaving the plenary session that day. The People’s Livelihood Recovery Support Act is the Democratic Party’s first bill of the 22nd National Assembly. It was sponsored by former leader Lee Jae-myung. The gist is to provide a People’s Livelihood Recovery Support Act of 250,000 to 350,000 won per person in the form of local love gift certificates, depending on income level, to all citizens. The budget required is estimated at approximately 13 trillion won.
Vice Minister of Public Administration and Security Ko Ki-dong expressed concern at the meeting, saying, “The people’s financial burden will increase.” Vice Minister Ko pointed out, “The government’s financial conditions are not being sufficiently considered, and in order to pay out subsidies as proposed in the bill, issuing national bonds is inevitable, which will only increase the national debt.” He added, “There is no national consensus on whether to pay out and what the effects will be.” The People Power Party members all left the meeting early. Ruling party floor leader Cho Eun-hee criticized, “This is Lee Jae-myung’s constitutional law that seeks to glorify only former Chairman Lee, even if it means paying out the national debt with taxpayers’ money.”
Shin Jeong-hoon, the chairman of the Public Administration and Security Committee, a member of the Democratic Party, countered, “If the opposition party is providing support funds to overcome the people’s livelihood crisis and the ruling party is opposing it, it should have presented specific and practical alternatives corresponding to it.” He added, “If the timing is missed, all medicine will be ineffective,” and “It is regrettable to oppose it simply because it is Lee Jae-myung’s campaign promise.” The People’s Livelihood Recovery Support Fund Act, which passed that day, is expected to pass through the National Assembly’s Legislation and Judiciary Committee and be processed at the National Assembly plenary session on the 25th at the earliest.
