The Plenary Session of the National Assembly, with 77 affirmative votes, approved the Marrakech Agreement on the Inclusion of the Agreement on Fisheries Subsidies of the World Trade Organization (WTO), after reviewing the report prepared by the International Relations Commission.

In an analysis carried out together with ministerial delegates, production chambers and academia, the commission determined that “the Agreement creates disciplines that prohibit certain subsidies that encourage overcapacity and overfishing, as well as the elimination of subsidies that contribute to illegal, unreported and unregulated fishing.”

The legislator Johnny Lavayen, who presented the report, stated that “a large part of the articles contained in the Agreement are already included in our internal regulations and are subject to constitutional postulates, since they seek to safeguard and prevent fishing in overexploited areas, in order to safeguard the life cycles of the species.”

“The agreement marks a historic milestone for ocean sustainability, a pioneering legal framework for the protection and sustainability of marine ecosystems, the environment and fishing communities, and is of great importance for people with low economic resources who depend on fishing for their livelihood,” he said.

The debate was also attended by legislators Raisa Corral, Carla Cruz, Jonathan Parra and Gustavo Mateus, who agreed on the importance of having this international instrument to strengthen Ecuador’s position as a defender of legal fishing worldwide and prevent the irresponsible exploitation of our seas.
