The plenary session of the National Assembly resumed this Thursday, February 22, 2024, the second debate on the reforms to the Comprehensive Organic Penal Code (COIP). Legislators come to this session without consensus to approve the regulations.

The session began after 11:30 am. In their interventions, legislators analyze what would be the best options to approve the reforms. So far there are several voting motions on the regulations. Their file is not discarded.

María Fernanda Araujo, ADN assembly member, proposed that the vote be carried out in four blocks. The first would be those referring to the increase in penalties. The second would include reforms to procedures within the COIP. The third block has to do with the review resource and the functioning of prior information within investigations. The fourth block would be related to the crime of femicide.

Previously, assemblyman Fernando Cedeño, from the Citizen Revolution, moved that the reform package be voted on in two blocks. One related to the increase in penalties and the creation of new criminal types and another with controversial articles.

A third motion has to do with article-by-article voting proposed by the independent assembly members. In that case there would be 86 votes, explained assembly member Sofía Sánchez.

The legislators do not rule out archiving the reforms so that they can be treated again from scratch. (YO)
