During this meeting, chaired on the Moroccan side by Younes Shaimi, Secretary General of the Ministry of National Education, Preschool and Sports – Department of National Education – and on the Spanish side by the Secretary of State for Education of the Ministry of Education, Vocational Training and Sports, José Manuel Bar, emphasis was placed on the importance of implementing the joint action plan for the active implementation of the agreements signed between the two countries in the field of education.
The commission thus looked into the technical aspects for the establishment of bilingual sections within the Moroccan education system at all its levels, in application of the Memorandum of Understanding (MoU) signed for this purpose between the two countries during the last High-Level Meeting, held in February 2023 in Rabat.
In this regard, both parties discussed the teacher training program and the content of the programs from the perspective of considering Spanish as a language of instruction.
Following the joint action plan in this area, the two parties discussed aspects related to the training and continuing education of teachers, scholarships and the establishment of pilot schools for the creation of bilingual Spanish sections in the scientific field in secondary schools in the Kingdom.
The aim is to bring the Moroccan and Spanish education systems closer together and to share information, experiences and good practices on education systems.
On this occasion, it was agreed to set up a committee composed of educational experts from both countries to advance the implementation of the MoU in order to establish, as soon as possible, a partnership agreement to strengthen the learning of the Spanish language in Moroccan schools, colleges and high schools through bilingual sections.
The two parties also agreed to hold the third meeting of the Moroccan-Spanish joint commission in Morocco next October.
In addition to representatives of the Ministry of National Education, Preschool and Sports, this meeting was attended by representatives of the Ministry of Foreign Affairs, African Cooperation and Moroccans living abroad.
