NATO, the EU and cooperation in capacity development.-Adolfo Morales Trueba
Collaboration between NATO and the EU in the common Euro-Atlantic area of responsibility is essential in order to guarantee its security. The fields of cooperation and coordination are numerous, and the possibilities and synergies in each of them are great. Among all of them, capacity development stands out. A key area to maintain deterrence and ensure future stability and strategic independence. In it, it will be essential to maintain technological superiority, which is a great challenge for both organizations. However, cooperation within this area has shown little progress, and its realization is being carried out through parallel and similar initiatives. The benefit of expanding collaboration is enormous, but it faces several obstacles that must be overcome, most notably that of achieving strong political will. This document exposes the general need, the current situation and the main problems to be managed in order to embark on a path of determined collaboration. A route that currently does not have more efficient alternatives.
