Since the formation of the interim government, people from different parts of the country have been talking about reforms. When people of different classes and professions are vocal in demanding reforms, the hero of the time Saif Khan raised 16 demands for the development of the film industry.
Saif Khan’s ideas about the cinema industry are – 1. According to the sensor certificate system 2024 should be of world standard. 2. Any movie has to be given category wise certificate. According to who can see, who can not. 3. Rashtriya TV BTV will give TV rights of minimum Tk 10 lakh to every censored movie. If a producer can sell elsewhere, it is his freedom and a government OTT has to be done which the producer will get a separate minimum of 20 lakhs. It should also have its freedom to sell outside. 4. Movies will be played on a government central server system in the halls. So that the e-ticketing system will be connected and a producer will know transparently which time, how many viewers are watching his film.
5. If a hall does not take the movie with the minimum guarantee, it will be 50-50 with the producer. 6. Every producer should ensure bank loan opportunities. (50 per cent of the total cost of the film, as opposed to the film, which would get a censor certificate, with a maximum interest of 4 per cent).
7. At least one art, drama center and minimum 500 seat cinema hall should be made in every district to protect the culture of the country. It will remain as a fully government institution. 8. Hall owners who previously got government land for hall, if they don’t want to run the hall, they have to croak and arrange to give it to new people who want to take it. 9. For film shooting at FDC, Cox’s Bazar beach, government tourist centers, the fare will be halved (except during tourist season). 10. Camera, light rental, editing and other costs of FDC should be halved.
11. As FDC is a KPI area, any political activity should be banned in it and all association elections should be banned in FDC. 12. Within one month all the cases of producer association should be withdrawn and elections should be arranged. 13. Apart from the practice of upfront grants in movies, producers of popular and well-received movies will have to pay the money not as a grant but as a reward. Producer of hit 5 movies of the year will get that award. 5 new and talented directors can get grant as before subject to conditions.
14. Security should be increased in FDC and outside entry should be completely banned. May have pass system like BTV. 15. Strictness and tax on imported movies should be doubled and no cinema hall can play imported movies except domestic movies, it should be ensured. 16. It should be ensured that cinema hall owners get loans at the rate of 4 per cent on very easy terms for renovation or construction of the halls and the installments of the loan should be taken after one year.
