Benin is working to find essential additional resources to finance its education system. Immediately after the end of GPE 3, the country received significant support from the Global Partnership for Education (GPE). This support consists of US$25,700,000 for education transformation and US$12,850,000 for accelerating girls’ education. This decision was made official by resolution FRC/2021/09/09-01, dated September 28, 2023. The funding agreement expected from this partnership will make it possible to address the transformation of education and the acceleration of girls’ education, then the configuration of the team to lead the selection process of the partner agent(s). While this partnership comes the day after the deadline of the Global Partnership for Education 3, it testifies to the prowess of Benin. President of the GLE, Minister of Nursery and Primary Education and leader of the ministers in charge of education, Salimane KARIMOU stressed that this is equivalent to the totality of the funds requested, i.e. 38,550,000 US dollars. He expressed his gratitude to the PME for its renewed confidence in the Beninese State, which is committed to achieving universal schooling, inclusive and quality education. He also called on stakeholders to continue to respect the mechanisms for implementing the programs financed by these funds. The minister specified that Benin is continuing its efforts to obtain other financing from the GPE, in particular the multiplier effect fund, with the aim of guaranteeing better dynamics of the education sector in Benin. Knowing that this double financing of the SME comes just after the expiry of the said partnership, it testifies to the qualities of Benin marked by qualitative leaps. Proof According to Berth TEHOU, representative of the leader of the PTF, that the march towards significant progress in the education sector is part of a continuous dynamic for the achievement of objectives. To reinforce this dynamic, the leader of the Ministers in charge of education, Salimane KARIMOU opted for the participatory approach with the support of the government, hence this extraordinary session of the Local Education Group (GLE). It allowed us to reflect on the request to be submitted. “…The request to be submitted includes a program to be drawn up by the Government with the support of a partner agent to be selected from among the PTFs, by an ad-hoc committee to be set up and whose members are to be designated from among you, members of the GLE,” explained the Minister. To this end, the majority of participants suggested the option of a single partner agent by virtue of the principles of speed, efficiency and above all the gender approach and the availability of the actors. Once installed, this selection committee will have six weeks to complete the designation process according to PME directives. It will be necessary to submit a detailed document with the indicators and precise figures of the new PME 4 program before April 30, 2024, recalled Minister Salimane KARIMOU.
