You are surely referring to the excerpt from today’s column by our journalist Solenn de Royer, where she writes “During the summer, François Hollande suggested to Emmanuel Macron that the introduction of proportional voting would be the best way to help the Socialists distinguish themselves from the “rebels””.

Coming back to your question, the logic behind François Hollande’s argument is certainly based on the fact that proportional voting allows a fair representation, in particular of the opinions expressed by minority parties, in proportion to the results obtained during the election. A vote. A party that registers momentum during the election, such as the Socialist Party (PS) in the last legislative elections (going from 31 to 66) will therefore have its number of elected representatives increased more than in the case of the majority voting system (which has more than two turns).

In fact, the proportional vote by nature favors strategies emphasizing the freedom of parties who, regardless of their “size”, can try their luck to obtain seats if they exceed a minimum threshold of the vote (often 3 or 5%). This leads everyone to mark their differences, such as what happened on the left during the European elections – one round of proportional voting – where the left-wing parties went alone and where the PS-list Place Public led by Raphaël Glucksmann came in third place and led the left.

The proportional vote therefore postpones the formation of tactical or programmatic coalitions to try to form a government until after the election, rather than upstream, as was the case during the legislative elections with the NFP. François Hollande, whose tactical and programmatic disagreements with the LFI are known, believes that in these conditions the PS will not be “forced” to cooperate with the LFI, which consistently plays the balance of power on the left, based on the third place obtained by Jean-Luc Mélenchon during the last presidential election.
