In a recent presentation at a meeting of the Infrastructure, Energy, Mines and Environment Committee at the House of Representatives on the issue of road safety, Mr. Abdeljalil stressed that the amendments made by these two projects concern in particular the definition of the concepts relating to the motorized personal transport device and the pedal-assisted bicycle, the conditions and technical characteristics of these devices and the rules of their circulation in accordance with the requirements of road safety and the safety of users on public roads.
Highlighting the particular importance given by the government to road safety, he noted that within the framework of the implementation of the vision of the ministry in the management of this file, several measures and procedures aimed at strengthening and improving road safety conditions have been adopted, including quick win projects and others in the long term in the strategic management of road safety.
Regarding quick win projects, Mr. Abdeljalil recalled the development of an organic framework aimed at interacting with the emergence of new means of transport on public roads, particularly scooters, and at giving new impetus to the operationalization of the action of the regional road safety commissions, in addition to the safety bicycle and safety bus projects to improve the attractiveness of public transport and strengthen road safety.
In parallel, the minister stressed that his department has ensured the implementation of several projects and projects with a strategic dimension in the management of road safety, noting that this involves the launch of a study aimed at evaluating the first five-year plan for the period 2017-2021, and what was carried out in 2022 and 2023, in addition to the development of a new action plan covering the next period, the definition of the strategic positioning of the National Road Safety Agency (NARSA) for the period 2024-2028 and the preparation of a national charter for the development of sustainable and global mobility.
At the territorial level, he continued, a new dynamic has been breathed into the coordination of the management of the road safety file at the regional level, through the operationalization of the action of the regional road safety commissions under the presidency of the Walis, for the implementation of the National Road Safety Strategy at the regional and local levels, in addition to a local action plan taking into account territorial and spatial specificities.
He also discussed the development and approval of regional road safety action plans for 10 regions under the presidency of the Walis, in addition to the implementation of a system for the management and monitoring of projects contained in the regional road safety plans.
