The Government of Cuba, in the words of Eduardo Rodríguez, the Minister of Transport, reported a new policy aimed at the marketing of vehicles on the island, something paradoxical if one takes into account the fuel crisis that exists in the country and will only exist for a while. a few.

However, the owner emphasized that the “help” measure would help to modernize the vehicle fleet on the island, achieve better road safety, encourage the production and use of more vehicles with clean energy, facilitating methods new behavior for society.

Some of the “oldest” news is that those who have missions abroad will be able to import vehicles for one time, a demand that has been going on for years and will not count, at least as announced, those who have already fulfilled those missions and were never able to get their own car.

People will also be able to import mopeds and low-cylinder combustion motorcycles (250 cc) with or without a sidecar, by passenger or cargo, as well as electric tricycles with a capacity of more than two seats to import. with charging capacity, emphasizing the priority for those with solar panels with tariff benefits.

The direct import of mopeds and electric motorcycles from natural persons is also maintained under the current conditions.

On the other hand, the import and marketing of vehicles continues in convertible currencies and sales prices are adjusted so that they do not change whether the buyer is a legal or natural person, and prices are lower than the current prices for the buyer.

However, tariffs, customs services and taxes will be in convertible currencies.

Although state legal entities require authorization from the Council of Ministers to transfer property to a non-state entity, as a bureaucratic control mechanism, the new policy provides for the transfer of property between natural and legal persons, except foreign diplomatic persons.

Similarly, vehicles in good technical condition and available on the Cuban market will be marketed in the national currency, including those that carry out their exploitation in tourism.

The special tax on the sale of vehicles is adjusted and generalized, which will vary from 35% of the total value of the sale in convertible currencies, in the case of high-end vehicles, to not be applied in the case of electric vehicles. together in Cuba.

They stated that a natural or legal person can acquire up to six vehicles in five years, by adjusting the criterion of the progressive tax in convertible currencies according to the number of vehicles that a natural or legal person can acquire, starting from that third vehicle received from the categories, motorcycle, car and country car.

In the same way, they authorize the marketing of complete vehicles that are technically low in tourism income through replacement in the national currency and that can be recovered by interested buyers.

In an attempt to counter the fact that this measure is of little benefit, they hid behind the fact that the results will be used to raise money to sustain non-existent public passenger transport and its development, as well as infrastructure and charging stations. from energy from renewable sources.

This policy opens the way to increasing differences in society. It would be naive to assume that marketing or importing cars from a couple, as the Ministry wants, could solve the current crisis for those who cannot afford a car.
