NEXT WEDNESDAY, ASSEMBLY WILL PAY TRIBUTE TO THE 489 YEARS OF FOUNDATION OF GUAYAQUIL

During the week of July 22-28, the Plenary of the Assembly, on Tuesday, in session 947, will process three bills in first debate, while on Wednesday, it will pay tribute to the city of Guayaquil, in commemoration of its 489 years of foundation.

The formal session will take place in the Main Auditorium of the Technological Business University of Guayaquil (UTEG).

Meanwhile, the permanent and occasional specialized commissions, as well as the Interparliamentary Groups, will carry out various activities, both in the processing of bills and in the reception of appearances and general commissions in which authorities, groups, representatives of the academy, social organizations and citizens in general will present their contributions to the projects and report on the public policies they develop in the different areas of social coexistence.

Plenary work
Indeed, on Tuesday 23, in virtual mode, session 947 will be installed to process in first debate the draft reforms to the Organic Law of Jurisdictional Guarantees and Constitutional Control; the Organic Law of Palliative Care; and reforms to the Organic Code of Territorial Organization, Autonomy and Decentralization (Cootad).

Jurisdictional Guarantees
The reforms to the Organic Law on Jurisdictional Guarantees and Constitutional Control, processed by the Constitutional Guarantees Commission, aim to remedy the serious constitutional crisis that the country is going through, since in recent years the abuse and denaturation of constitutional guarantees has become customary, a phenomenon that is more evident with respect to precautionary measures and protective actions, since these are interposed as a means to replace ordinary justice. The proposal contains 57 articles, a General Provision and two Transitory Provisions.

Palliative Care
The draft Organic Law on Palliative Care, analysed by the Commission on the Right to Health and Sport, aims to guarantee an efficient system that supports patients to lead a life as active and creative as possible within their life cycle, until death occurs, promoting their autonomy, personal integrity and self-esteem. The palliative care system is developed through 23 articles; two General Provisions; six Transitional Provisions; one Repealing Provision; and one Final Provision.

Reforms to the Cootad
The reforms to COOTAD, which have a favorable report from the Commission of Autonomous Governments, seek to articulate its terminology and align its provisions with the respective complementary normative bodies that guide territorial development and organization and, at the same time, to coordinate, design and implement decentralized citizen security plans, in accordance with strategic planning and management aimed at maintaining a safe and peaceful environment that guarantees the rights of citizens. The unified project consists of 20 articles.

Tribute from Guayaquil
On Wednesday, July 24, legislators will meet on the ground, starting at 09:45, in the Main Auditorium of the UTEG, located at Km. 6.5 on the Costa Road, in order to commemorate the 489th anniversary of the founding of the city of Guayaquil. The solemn session will begin with the entrance of the National Standard. Immediately after, the attendees will sing the National Anthem of Ecuador. Then, several interventions by legislators will be recorded, who will praise Guayaquil on its anniversary.

The fourth item on the agenda is the screening of a commemorative video for the anniversary of the founding of the city. Immediately afterwards, the Assembly will present awards to institutions and personalities that have provided relevant services to the city of Guayaquil.

Later, the President of the National Assembly, Henry Kronfle Kozhaya, will speak. Afterwards, the Anthem of the City of Guayaquil will be sung, after which the National Standard and the authorities will be brought out.

Commissions
Next week, the Oversight and Political Control table will continue with the phase of taking documentary, audiovisual and testimonial evidence, as well as those requested ex officio, within the substantiation of the political trial against the Minister of Foreign Affairs and Human Mobility, Gabriela Sommerfeld, proposed by assemblywoman Jhajaira Urresta.

On Monday, July 22, at 9:30 a.m., the Commission for Transparency, Citizen Participation and Social Control will resume its oversight of Ecuador’s Agreement with the International Monetary Fund (IMF), for which it will receive the representative of the Confederation of Indigenous Nationalities (CONAIE), the President of the House of Culture; and the Minister of Labor. At 2:30 p.m., it will receive in general commission the injured parties of the Housing Company of the College of Architects of Ecuador, the President of the College of Architects of Guayas and the former Liquidator of the Housing Company; and, the appearance of the Superintendent of Companies and the current Liquidator of the aforementioned company.

The Biodiversity and Natural Resources Commission will, on Monday, learn about the national calendar for on-site visits, as part of the pre-legislative consultation on the draft reforms to the Law on Water Resources, Uses and Utilization of Water; and the reforms to the Mining Law. Likewise, with the General Coordination of Citizen Participation of the Assembly, the methodology for the identification of substantive issues will be analyzed.

For its part, the Justice and State Structure table will continue with the analysis of the reforms to various laws for the Effective Decentralization of the State, as well as with the treatment of the draft reforms to the Organic Law of the Legislative Function.

The Economic Regime Commission will receive the Minister of Defense, Gian Carlo Loffredo, on Monday at 09:00, within the framework of the preparation of the Budget Execution report from January to March 2024; and, starting at 09:30, the presence of the Minister of Agriculture and Livestock, Franklin Danilo Palacios, is expected.
