The commission’s team has so far visited only 20 districts and sent a draft report to the respective district collectors. They have sent it back. People’s representatives have also expressed their dissatisfaction.

In this case, during the hearing held in the Karnataka High Court on the 19th, the tenure of the Seema Commission should be extended by three months. A petition was filed saying that six months’ time is required for constituency re-delimitation. According to this, after the re-delimitation of constituency boundaries, the list of voters will be prepared. The Election Commission needs one month for this. After that, one and a half months will be required to issue the reservation order and announce the election date. Even if the election is held in at least two phases, it will take one month. In the meantime, if the assembly election proceedings start in April and May next year, the panchayat election work may be delayed.

New district

An amendment has also been brought in the Karnataka Gram Swaraj and Panchayat Raj Act to determine the number of members and population in panchayat constituencies. Karnataka had 233 talukas in 30 districts when the commission was set up to redefine the constituency boundaries. Subsequently, the new Vijayanagara district was formed. The number of taluks increased to 238. Many Grama Panchayats were upgraded to Taluka Panchayats. This is also delaying the constituency boundary re-delimitation work. Thus, it is said that the district taluk panchayat election will be held only after the 2020 assembly elections are over and the new government is formed. Officials said about this, ‘6 months’ time is needed to prepare the district, taluk panchayat constituency boundary re-definition and reservation list. Due to such reasons, it is expected that the panchayat elections will be held only after the assembly elections are over and the new government is sworn in.
