Beginning Wednesday, October 7, 2026, across the Federal Capital Territory, the Nigeria Labour Congress declared an indefinite strike, shutting down schools, hospitals, and government offices after the Federal Capital Territory Administration failed to resolve a dispute over teachers’ career advancement and promotion policies.

Union Demands End to Vacancy Rule

The Nigeria Labour Congress Federal Capital Territory Council announced the strike after the expiration of a seven-day ultimatum issued to Minister Nyesom Wike over unresolved grievances. At the center of the industrial shutdown is a clash between labor leaders and the Federal Capital Territory Administration over promotion prerequisites. Labor leaders are demanding the immediate abolition of a requirement that ties teacher promotions to available vacancies within the established structure.

In resolutions signed by Knabayi Adalo, the union stated that teachers recruited by the FCT Universal Basic Education Board and the FCT Secondary Education Board were employed specifically to teach and should be promoted as and when due. The council argued that vacancy-based promotion schemes were designed for core civil servants or pool staff rather than educators.

The council will no longer tolerate the continued dehumanisation of FCT teachers through obnoxious policies alien to the teaching profession.

Leadership called for teachers who became eligible for promotion in 2025 to sit for their examinations alongside the 2026 candidates. The union also pressed several other demands alongside the removal of the vacancy clause. The NLC also demanded the immediate withdrawal of redeployment and demotion letters issued to directors in Education Secretariat agencies who benefited from the Harmonised Retirement Age for Teachers Act of 2022, and the immediate reinstatement of the dissolved management teams at both the Secondary Education Board and Universal Basic Education Board.

Labor Rejects Official Response

In a letter dated September 29, 2026, FCT Head of the Civil Service Nancy Nathan informed the union that Minister Nyesom Wike had directed a stay of action on the concerns raised. The industrial action followed an exchange of correspondence between the administration and labor representatives. Nathan stated that the minister ordered the issues to be stepped down and instructed the FCT Civil Service Commission to reschedule the 2025 promotion examination for affected education officers while conveying his commitment to addressing remaining matters.

Labor officials maintained that the response completely ignored the contested redeployment of senior directors and offered no permanent solution to the vacancy clause they blame for career stagnation. The State Executive Council rejected the administration’s overture during an emergency meeting held on October 6 at the labour secretariat, describing the official response as neither clear, positive, nor genuine.

Workers Order Total Shutdown

The directive mandated the complete closure of schools, hospitals, government offices, and other establishments across the Federal Capital Territory until all demands are met. With negotiations stalled, the labor council directed all workers across the public and private sectors to withdraw their services.

Special enforcement committees were established across various sectors to monitor compliance with the strike. Leadership assured union members that no individual would face victimization for participating in the industrial action.

Secondary Teachers Oppose Walkout

The Academic Staff Union of Secondary Schools, Federal Capital Territory Chapter, publicly disowned the strike and directed its members to ignore the stay-at-home order. The strike directive immediately fractured worker solidarity across the territory.

The organization maintained that the redeployment of education agency directors to classrooms falls within management’s statutory powers to maintain administrative order, and alleged that the strike was aimed at disrupting the scheduled 2025/2026 promotion examinations for FCT Education Officers. The secondary school teachers’ union urged parents and guardians to send their children to school, asserting that academic activities must continue uninterrupted.

Mukhtar and Mohammed Basah criticized the industrial action as disproportionate during a joint press conference convened by the Abuja Resident Youth Association and the League of Civil Society Groups. Additional pressure came from civil society organizations. Basah called for an immediate negotiation meeting involving the administration, civil service commission, education boards, and all labor factions to resolve the remaining disputes.
