The Chennai High Court has ordered the Tamil Nadu government officials not to allow any banner to be placed without following the rules.

Dinesh, a 12-year-old boy, was electrocuted while welcoming Minister Ponmudi to a former MLA’s house wedding in Villupuram. Mohanraj, a resident of Villupuram, had filed a case in the High Court seeking an order directing the Tamil Nadu government to take action to stop the illegal placing of banners and placards in Villupuram, citing the incident that took place last August.

The Tamil Nadu government was ordered to file a reply petition on behalf of the DMK and others in connection with the case. In this context, when the case came up for hearing before Chief Justice Munishwarnath Bandari and Justice Adikesavalu, a senior advocate appearing for the DMK said that the DMK leader had announced that he would not be attending the banner-laying ceremonies as the High Court had ordered that the banners should not be placed and that the placing of banners was avoided even when he was the Chief Minister. He also said that it was the contractor who hired the boy for the Villupuram incident and he paid Rs 1.50 lakh compensation to the family of the victim boy on his behalf.

The prosecuting attorney said a case has been filed in connection with the incident and the contractor has been arrested and is currently out on bail. Counsel for the Chennai Corporation said that there was a law to regulate the placement of banners and that provision was made for imprisonment and fines for violators.

Consequently, it is not enough to put an end to the practice of illegal banner hoisting and to say that the Chief Minister will not attend banner hoisting events; The judges also said that strict action should be taken against all parties, not just the ruling party. The judges said they did not think everyone would put up banners with permission, and questioned who should file a complaint against the unlicensed and what action should be taken against them.

The judges, who said that not only politicians but also others were putting up banners, refused to order the state to pay compensation to the family of the victim boy and collect as much as the petitioner demanded from the concerned party. Later, the judges adjourned the hearing for four weeks, ordering the authorities not to allow any banner to be placed without following the rules.
