Exceptions to the Hoy No Circula
– Holograms 0 and 00, electric and hybrid vehicles: These vehicles are exempt from the program restrictions and can circulate without limitations, regardless of the color of their sticker or the ending of their license plate.
Foreign plates and vehicles without verification hologram
For vehicles with out-of-state license plates and without a verification sticker, CONAM restrictions apply as if they were holograms 2. The day without circulation is determined by the color of the sticker. It is important to note that, even if the vehicle is new, the lack of a verification sticker can result in a fine.
