While the owners had until Thursday evening August 10 at midnight to make the declaration of occupation of their real estate to the tax authorities, the site impots.gouv.fr was the target of Russian hackers. A denial of service (DDoS) attack, which consists of connecting thousands of computers around the world at the same time, made the site unavailable on Wednesday. It was still difficult to access on Thursday.

This new incident was added to the long list of difficulties that surrounded this new formality. The declaration of occupation of real estate is the consequence of the abolition of the housing tax on the main residence. The General Directorate of Public Finances (DGFiP) needed to know the status of the premises held – main or secondary residence, vacant or rented accommodation – and the identity of the occupants.

400,000 latecomers

A new declarative system was therefore put in place in January, the owners having first had until June 30 to validate the information. Faced with questions from taxpayers – 140,000 calls to the DGFiP the week of June 19, of which 90% on real estate – and the number of declarations completed at the last moment, weakening access to the site, the deadline had for the first time been postponed to July 31.

The deadline was then postponed to August 1 and then to August 10. According to the DGFiP, this enabled 400,000 latecomers, owners of 1.16 million premises, to declare themselves, bringing the declaration rate to 81%.

Despite connection difficulties on Wednesday and Thursday, this time there will be no new delay. The declaration allowing the tax authorities to exempt the main residence from the housing tax, latecomers could however be unduly taxed. “They will always be able to seize the services to correct their situation and their taxation”, explains the DGFiP, assuring that it « will naturally show benevolence” and that’“no penalty will be applied this year”.
