“No to further social fractures” – Corriere.it

by time news

Let’s leave, together. With work, cohesion and social justice for the Italy of tomorrow: this is the slogan of the three unitary events of CGIL, CISL, UIL underway in Turin, Florence and BariAt the center of the debate and demonstration is the end of the freeze on layoffs set by the government on 1 July. The unions are calling for an extension of the moratorium on layoffs at least until 31 October, a reform of the social safety nets and new active employment policies.

Today we ask for the extension of the blockade and for the government to take this act of attention to the world of work, the time to unite, not to divide and not the time for further social fractures. Thus the leader of the CGIL, Maurizio Landini. Today we demonstrate and the first thing will be answered by Parliament, the Government. They know our proposals perfectly and, if they want, there are the conditions to find solutions. The word after today is up to the Government, we are ready to confront each other and find the most intelligent solutions. The secretary then added: The problem is political will if there is, of companies and the Government, after which if it does not happen we will evaluate together with CISL and UIL what to do. I hope that everyone’s responsibility and intelligence will prevail.

The words of Minister Orlando

That of work is a challenge that must be won and we must win. There is no shortage of difficulties, a discussion on how to implement the tools already available such as solidarity contracts and expansion contracts and reliefs affecting trade and tourism companies is useful. Thus the Minister of Labor, Andrea Orlando during the strike day. The fundamental listening, in this phase the social dialogue must be strengthened and listening to the requests of the unions is very important, he added. The minister also spoke of social risk. It exists, it should not be dramatized, I believe there are tools to manage it, but the risk exists and I think it is wrong to remove it or deny it as it is done in the public debate. When there is a recovery it is not said that it will bring with it a proportional recovery from the point of view of employment and it is not said that employment will return to the sectors in which it was lost.

Safety at work and the driver’s license with points

Landini then touched on the issue of safety in the workplace. Security – he said – must become not a cost, but an investment and a quality identity card for our country. Continuing to have two or three people dying a day means that we are in a massacre that we pretend not to talk about or do not want to face. He then recalled the need to hire inspectors, to strengthen prevention, territorial medicine services and above all it is necessary to introduce what we call a point license, companies that do not respect the rules and that do not guarantee safety, cannot continue to work and cannot continue to produce.

The position of the trade unions

Our country is experiencing a delicate phase of transition – CGIL, CISL and UIL say in a note -. The pandemic crisis has partially halted its run, thanks also to the vaccination campaign underway, but to worry us as well as the expansion of the virus the economic recovery that must be the beacon for maximum social cohesion, able to create stable and secure jobs, starting with young people, women and the South. In the Sostegni Decree there is no certainty and condition for affirming that there are the necessary conditions for all this, not forgetting that this Decree provides for the end of the generalized block on layoffs from 1 July 2021 and the absence of adequate industrial policies capable of fully exploiting the investments and contents of the Pnrr. For the three confederations, the primary objective is to win the extension. They write: it is necessary to firmly reiterate the contents of the unitary platform on: work, employment, cohesion, development, taxation, pensions, non self-sufficiency, renewal of public and private contracts, public administration and school reform, culture and tourism.

A new social pact

The general secretary of the CISL Luigi Sbarra has also decided: Today we are sending a strong message to the government and to the employers’ associations on the need to restart together. We urge the government to urgently open a phase of unitary comparison of listening and dialogue to put work, growth, development and social cohesion at the center. A great discussion to negotiate a new and modern social pact for growth, development and equity. Thus on the sidelines of the national demonstration of the trade unions in Florence, in Piazza Santa Croce

The risks for the employed

At the moment it is possible to estimate what will happen on July 1st. In the memorandum on the Sostegni bis decree presented to the Budget Commission of the Chamber on June 8, the Parliamentary Budget Office (Upb) estimated that the release of layoffs will lead to the loss of 70,000 jobs in the short term. According to the UPB President, Giuseppe Pisauro, these will be concentrated mainly in the industry and will plausibly be staggered over time as the opportunities for turnover and recomposition of the workforce materialize.
