On the 9th, Rep. Lim Oh-kyung (pictured), the floor leader of the opposition party on the National Assembly Culture, Sports and Tourism Committee and a member of the Democratic Party of Korea, criticized the Ministry of Culture, Sports and Tourism and the Korean Film Council for their recent announcement that they would pursue a plan to eliminate movie ticket surcharges, saying, “They are cutting off the sole source of revenue for the Film Development Fund without even coming up with an alternative.”

In his statement that day, Rep. Lim said, “The Film Development Fund has suffered from fund depletion for the past several years due to the rapid decline in audiences caused by the COVID-19 pandemic and online video services (OTT), and this year, 30 billion won was transferred from the sports fund and 5.4 billion won from the lottery fund.” He added, “In this situation, it is difficult to even seek ways to revitalize the fund, so I question whether it is really necessary to abolish the ticket surcharge.”

Rep. Lim asked the government, “When movie tickets cost over 10,000 won, will the audience feel the price reduction if you give them a mere 450 won discount?” and “Has the Ministry of Culture, Sports and Tourism even conducted a study on how much the discount will increase the number of moviegoers?” He continued, “The Ministry of Culture, Sports and Tourism is too complacent about the lack of funding for the Film Development Fund. The film industry should not be shaken by the president’s ‘policy to show off for the general election.’”

Rep. Lim also criticized the Korean Film Council, saying, “Make clear your position on the abolition of the surcharge,” and “When proposing a bill mandating a 3-5% surcharge, I asked the Korean Film Council for their opinion, but they didn’t have any opinions.” He continued, urging the Ministry of Culture, Sports and Tourism to “come up with a plan to diversify the sources of funding for the Film Development Fund, excluding general accounting support.”
