During his speech, Ambassador Kim Song denied allegations that North Korea was seeking to acquire intercontinental ballistic missile (ICBM) technology through its satellite launch. He emphasized that North Korea had never recognized UN Security Council resolutions that infringed on a sovereign state’s rights.

Pyongyang’s second attempt to launch a spy satellite into orbit occurred on Thursday, but it failed due to a malfunction in the rocket’s third-stage. The first attempt in May also ended in failure when the Chollima-1 satellite vehicle rocket crashed into the sea shortly after liftoff. The incident prompted neighboring Japan to issue an emergency evacuation call for residents in the southern Okinawa region.

The United States National Security Council condemned North Korea’s launch as a “brazen violation” of multiple UN Security Council resolutions. They argued that the launch involved technologies directly related to North Korea’s intercontinental ballistic missile program.

South Korea’s military stated that the design of the latest satellite was too rudimentary to function properly as a spying device, even if it had been launched successfully. Despite the setbacks, North Korea’s state-run Korean Central News Agency (KCNA) reported that they plan to make another launch attempt in October.

Prior to Ambassador Kim Song’s speech, United States Ambassador to the UN Linda Thomas-Greenfield urged members to “return to an era when we used our collective voice to curb nuclear proliferation.” She called for an unequivocal denouncement of North Korea’s unlawful behavior and full implementation of relevant Security Council resolutions.

The international community continues to express concerns over North Korea’s actions, urging diplomatic efforts to address the country’s nuclear weapons program.
