North Korea is expected to relocate government buildings scattered around Kim Il-sung Square in downtown Pyongyang to the Kumsusan Palace of the Sun on the outskirts.

The Labor Party’s official newspaper, Rodong Sinmun, reported on the 6th that on the 5th, General Secretary Kim Jong-un visited the construction site of 10,000 homes in the second phase of Pyongyang’s Hwaseong district, which is about to be completed.

At the time, the newspaper published a bird’s-eye view of the area where the Hwaseong district house construction plan was planned. If you look closely, you can see six ‘ㅁ-shaped’ buildings in front of the Geumsusan Palace of the Sun along with a red sign that says ‘Government Complex Area’.

Currently, this area is mostly considered open land, except for a few old buildings whose purpose is unknown. North Korea appears to be planning to build a new building in this space and relocate the government building in the Kim Il-sung Square area.

North Korea’s government offices are currently scattered across several buildings around Kim Il-sung Square in Pyongyang’s Central District. It is known that there are two general government buildings on both sides of the square and the Ministry of Foreign Affairs building to the left of the podium in the square.

The purpose of relocating the government building is unclear, but it appears that the intention may be to move administrative facilities to the outskirts and use the center of Pyongyang for purposes more directly related to the lives of residents.

Kim Il-sung Square is one of the places that symbolize North Korea, and is also a place where events such as mass rallies, large-scale celebrations, fireworks, and military parades are held on various anniversaries. Accordingly, it seems that they are trying to turn this area into a large-scale convenience facility or commercial area in accordance with the ‘people-first’ principle.

It is also said that the government buildings around the square were built in the 1950s and are very outdated, and the building space is not large enough. The timing of the relocation of the government building is not clear. The newspaper reported that Secretary General Kim visited the Hwaseong District Phase 2 residence construction site, which is nearing completion, and said, “He revealed specific directions for the outlook plan for the Hwaseong District Phase 3, which began construction this year, and the Hwaseong District Phase 4, which is scheduled for next year.” However, it is unclear which project the government complex area will fall under.

North Korea completed Songhwa Street in April 2022 in accordance with its plan to build a total of 50,000 residential homes on the outskirts of Pyongyang for 5 years, 10,000 households each year, and completed the first phase of construction of the Hwaseong District (Hwaseong Street) in April 2023, and this year. In April, the second phase of Hwaseong District construction (Limheung Street) was completed. Construction began on the third phase of the Hwaseong district last February, and construction on the fourth phase of the Hwaseong district is scheduled to begin next year.

Development has been limited in the Hwaseong district because it is located near the Geumsusan Palace of the Sun, but under this plan, a total of 40,000 new homes will be created in this area alone. There are also predictions that this will become the new core area of ​​Pyongyang, so it is possible that the relocation of the government building is also a related plan.
