North Korean authorities have reportedly instructed North Korean embassies in China to “send back without conditions or excuses” some foreign currency-earning workers dispatched to local restaurants and factories.

On the 11th, Radio Free Asia (RFA) released a document containing such instructions from North Korean authorities. The document listed “older people, patients, people with family circumstances, and those subject to recall orders” as the priority groups to be sent back to North Korea. North Korea also said in the document, “We will make sure that there will never be a problem where we cannot execute the recall project due to indecisive bargaining with local traders.” Cho Han-beom, a senior researcher at the Institute for Unification Studies, said, “North Korean managers in China will also have difficulty paying loyalty funds if the workers return, so they will not want to send them back.”

Recently, China has effectively given North Korea an ultimatum to “return all North Korean workers dispatched to China,” but North Korea is reportedly insisting on a sequential return. This has led to an interpretation that conflict between the two countries has arisen over the issue of North Korean workers’ return.
