In its last session scheduled for the year, the National Congress approved this Friday (22) the Union Budget for 2024 (PLN 29/2023), providing Unilab with an amount of R$ 188,771,600.00. This amount is higher than that allocated in 2023. However, when considering discretionary expenses (excluding mandatory expenses, such as personnel and benefits), there was a reduction of -3,415,545.00. This will have a significant impact on the quality of services provided by the university, resulting in the non-execution of several demands planned in the 2024 Annual Hiring Plan.

The negative impact is not so serious due to the efforts of Senior Management to obtain amendments from parliamentarians, totaling R$7,100,000.00. The reduction of -3,415,545.00 in costs can be explained by the criteria used in the distribution of authorized resources, which is carried out through the partition of the “OCC Matrix”. This distribution is calculated based on data from INEP (2022 Census) and Capes, taking into account 14 years for new courses and the Amazon Factor, as decided by the ANDIFES Plenum. The final percentage of participation for each institution is determined by the equation defined in the matrix model.

It is important to highlight that the Matrix is ​​a mathematical model and is not directly related to budget values ​​or actions. The indices are calculated without considering the total limit of IFes, and the amount received by each institution is largely influenced by factors such as the number of students enrolled and dropout rates.

In the case of Unilab, these indicators have shown a constant reduction, resulting in an increase in the equivalent cost per student. In 2022, the institution occupied first place in the highest cost ranking, which consequently led to a decrease in resources allocated to the institution.

Considering the PAC 2024, the university would need at least another R$13,500,000.00 to meet essential demands and carry out the necessary contracts to fund it. In addition, investments of R$ 22,000,000.00 are needed to resume the suspended works on the Malês campus and at the headquarters, as well as for the acquisition of planned office and laboratory materials.

It is believed that part of the investment resources will come from the federal government’s Growth Acceleration Plan. However, it is extremely necessary for the Government to reconsider the amounts required for funding, so that we can continue offering quality services to the academic community.
