Titre : “Recruitment of a Procurement Assistant to strengthen the UCEP of the PDACG”

The Government of the Republic of Guinea has received funding from the International Development Association (IDA) in the amount of one hundred (100) million US dollars, to cover the cost of the Commercial Agriculture Development Project in Guinea (PDACG). It intends to use part of the sums granted under this loan/grant to finance the Services contract of an Individual Procurement Assistant Consultant.

Mission objective

Under the authority of the UCEP Coordinator and under the supervision of the Procurement Specialist (SPM), the Procurement Assistant (APM) is responsible for supporting the Procurement Specialist in the implementation of all activities relating to the acquisition of project goods and services.

NATURE AND SCOPE OF SERVICES

The tasks of the Procurement Assistant are as follows:

Regarding programmingHelp open and maintain a list of the most common unit prices for common supplies and equipment.Regarding the preparation of procurement documents:In conjunction with the project Procurement Specialist, contribute to the preparation of tender files and requests for proposals and participate in the monitoring of these files for the necessary approvals, at the level of national administrations (National Directorate of Public Procurement Control) and at the donor level according to the provisions provided for in the financing agreements and the Procurement Plan approved by the IDA.Regarding procurement:Assist in the publication of general notices, specific notices of calls for tender or prequalification and notices for expressions of interest or calls for applications; Assist in receiving responses to the various notices (expressions of interest; applications, offers and proposals); Assist the Procurement Specialist in the work of opening bids, evaluating expressions of interest, individual consultant applications, bids or proposals; Assist in preparing procurements (contracts) and ensure that they are signed, endorsed, approved, and notified in accordance with the provisions provided for in the Directives and the procedures manual and as quickly as possible; Support the project Procurement Specialist in all other tasks required within the framework of project procurement.Regarding the execution of contracts:Participate in the organization of commissions for receiving supplies, works and services; Participate in the preparation of quarterly and annual reports on the market situation.With regard to the establishment of a classification and archiving system for procurement and execution files: Contribute to the establishment of a good file classification and archiving system.

f) Regarding compliance with agreements with donors:

Ensure that the procedures described in the agreements with donors are respected and that the cumulative amounts of supplies acquired following the various procedures do not exceed the allocated ceilings.

g) With regard to the use of acquired assets:

In collaboration with the Accountants, participate in the development and updating of reports on the use and operation of the equipment made available to the various components.

h) Deliverables

Under the responsibility of the SPM, the APM is responsible for daily maintenance by regular recording of activities in order to keep his supervisor informed, coordination and produce at the end of each month, no later than the 28th. of the current month its activity report.

Work tools

Using STEP, daily or monthly updates to make available the information necessary for Project Coordination decision-making.

The Procurement Assistant will sign a performance contract with the project coordination to ensure timely (i) regular production of updates to the project procurement plan, (ii) the project procurement report. monthly activity, (iii) the quality of acquisition files, including those subject to the Bank’s no-objection notice, and (iv) keeping acquisition files up to date to serve as support for a posteriori reviews of the past contracts (PPRs) that the Bank will carry out.

The candidate must:

Have a minimum diploma (BAC + 3) in Engineering, Business Law, Civil Engineering, Economics or Management, or any equivalent diploma. Special training in Procurement Procedures (national or those of development donors) would be an asset; Have general professional experience of at least three (3) years in procurement; Have specific procurement experience at least two (2) years as a Procurement Assistant in a project financed by the World Bank, the African Development Bank or another similar multilateral development institution; Having a good mastery of STEP would be an asset; Have computer knowledge of common software (Word, Excel, Power Point, E-mail and other communication tools); Have a mastery of the French language

NB : The references must be accompanied by certificates of services rendered issued by the beneficiaries of the services and indicating the description of the project, the scope and the value of the contract. In the absence of these documents, the declared experience will not be considered.

Ministry of Agriculture and Livestock, represented by the Project for the Development of Commercial Agriculture in Guinea (PDACG), invites Individual Consultants to submit their applications to provide the services described above. Interested consultants must produce information on their capacity and experience demonstrating that they are qualified for the services (a detailed curriculum vitae highlighting qualifications and experience in comparable missions, copies of diplomas, training certificates, references similar services accompanied by proof of completion, in particular certificates of services provided by the Client, work certificates, etc.).

The eligibility criteria, shortlisting and selection procedure will be in accordance with the World Bank Individual Consultant Selection Guidelines “Procurement Regulations for Borrowers Applying for FPI” of the World Bank edition September 2023

The consultants will be evaluated on the basis of their application files, following the criteria and the rating scale below:

The minimum score required to be selected is 70 points out of 100. The first-ranked candidate whose total score is equal to or greater than the minimum score cited above will be invited to negotiate a contract. In the event that consultants are ranked 1st jointly, the candidate with the greatest cumulative number of similar missions evaluated for criteria (ii).2 and (ii).3 will be selected.

The selected consultant must provide a criminal record dating back less than three (03) months, an extract of birth certificate or supplementary judgment, the original copy(ies) or legalized copies of diplomas, certificates of work, and additional proof of qualifications and experience deemed necessary.
