Notice from the Bank of Spain to those who have direct debit receipts for electricity and water

A very common practice in Spain is to pay invoices through direct debit that requests the user’s request from the different financial institution. This happens, above all, with the payment of some basic household supplies such as electricity and water.

In this sense, the Bank of Spain reminds that citizens have the right to be able to promptly return any of these receipts if they consider it appropriate.

However, performing this action can mean serious consequences for the user, since if the reasons are not properly explained to the entities, there is a risk that the electricity, water or telephone companies consider that the services are being waived and decide cut off the supply.

On the other hand, if a return of the invoice to a public body the consequences may be the loss of some kind of grant that we are receiving or that surcharges apply.

As explained by the Bank of Spain, two requirements must be met to request the return of a receipt, as long as it has been previously authorized: the first of these is that the user do not have information about the charge made and the second is that after several payments of an amount that is higher than usual there is no receipt.

To avoid the consequences of returning the receipt, the Bank of Spain reminds that the reason for the return is clearly indicated. “The payment services regulations contemplate the customer’s right to order the return of receipts or direct debits that the entity must attend to,” they explain from the public entity.

According to the regulations, the terms for the return of receipts by users are between eight weeks and thirteen months, always depending on whether the charges that have been made had prior authorization. In addition, in the event that it was not authorized, the bank has 10 working days to return the amount charged or otherwise justify its receipt.
